Could very well be a set, 1010-JJ possible too. You're pretty deep so I think I only call here, re-evaluate on turn. If he near pots it again wtv, it's foldable.

Edit: C/r AI if turn is a spade?

This could be true which makes me think he might be on a big draw and just want to gamble his money back or he talked himself into making a bad call preflop with some suited conectors trying to get lucky which makes this a good flop for him.

when the vpip's are high and the value bets are like razors, who can be safe?

I think getting it in on the flop is better since scare cards can hurt your action on turn if you're ahead (not that this person likes to fold anyways, but as a general rule).
