This is a blind defense gone wrong..
I just called what I though was a continuation bet on the flop, and reriased the turn (I thought he was just fireing another round).
Needless to say I really didnt think he would call the reraise. I had him on a bluff (or bottom/mid pair possibly)
On the river I pushed him all in because he checked to me, and the pot was $70 and he only had $40 left... I figured he would have bet if he was happy with his hand, so if I pushed and he folded more than half the time it would be +EV
I know I messed up the flop/turn..
But what about the river?

If you're going to make this play you need to raise the turn more. Raise to $45, if he calls, your done with the hand (check-check river).

anytime someone checks the river to you after a Raise on the turn i always push.

I don't know. You need to know the guy. Bluffing is my biggest leak by far. Huge bluffs don't show a profit for me. Pick your spots well and you should be ok, but be careful.
