I drop to 25NL sometimes when my confidence is down (I hit a bad downswing in 50NL, bad beats then bad play on tilt). These flops help

I like to play 1010 and under for sets in early positions (limp/call). If folded to me in later positions, I raise.

A c/r would be great here - your not getting much if you bet and he hasnt got a 9, but if he has got a 9 you will likely get one more bet from him if you lead, however if you c/r he may be commited to calling a push.

With so many callers I thought peeling off an additional card could create business that would disappear by betting earlier.
I feel like I have to at least lead the river.
I also think that at lower limits a push disguised as the "donk push" when a one carder straight is out there does have a good chance of getting called, as villain may call just to 'get the split' even though I could have a higher straight, I see this happen with some frequency.
What kind of hand do you think villain has? If he has a straight, can't we can't more than $5? Really what else would villain have here? I think if he had a Jack, he would have bet the flop. I think a pair of eights folds, someone holding a 9 calls my raise, and a boat definitely re-raises. What am I missing?
