Based on op's aggression factor I think he could be testing for missed overs. He could have A8, 99-66, etc. I would probably call and revaluate on turn.

Just guessing that he isn't playing a set that fast on a pretty dry board so either 3bet it now or call now and then raise him allin on turn.
