well, don't raise. He doesn't fold better ever, doesn't call worse enough, and he doens't have JT enough (blockers) for protecting your hand to be a major concern.

I'd probably call it just because its such a small bet and i think we show down on river plenty (i.e. i think he doesn't bet again)

i'd end up calling here, but i feel like i fold to way too many river bets in these situations which i think is a decent size leak of mine. idk which is worse as far as the leak goes though, calling the turn or folding the river?

I fold. If he's as bad of a player as you say, he probably caught a Q and is thinking he's golden.

I don't see much "trickery" from bad players. If it was a bluff, I'd think he'd bet $40-60, not $20.

It may not be trickery OR a bluff, is the thing. JT/J8/KJ are all in his wheelhouse (because these are supergood draws, oh yeah time to GAMBOOOOL) - also pocket pairs (esp. 77, 88, TT), A9/K9/J9/T9/98. He's terrible, and his line is NOT indicative of strength - quite the opposite in fact. He has a little something that he wants to show down, he's too terrible to fold, but he knows he may not be good. The only caveat is - he still has Qx a lot.

Personally I just call this, and call any river bet as well - might even value bet if checked to.

I will second what Dale said. I've seen a lot of underpairs bet like this lately - as unbelievable as I find that line to be.

I have to disagree with the "wheelhouse" comment because we hold JJ, otherwise, I'd tend to agree. Like take KJo/KJs for instance, normally there are 16 combinations of these 2 hands, but because we hold JsJc there are now only 4 total combos (KhJh KdJd KdJh KhJd) of this hand. By holding JJ we significantly reduce the amount of draws in his range which increases the frequency he holds a 1pr type hand here.

The obv play is to call the turn and evaluate the river. Usually to me it's all about river bet size compared to the turn bet size in relation to the pot. However, this player is a 60bb stack which makes this a little more difficult.

I'm pretty much stacking off on a non-9 non-king river though.
