SB (the 3 better) is 33/26/1 3B:15% over 60 hands
BB is 52/9/.7
Button is 24/17/2.2
Do I 4Bet here? If so, to how much and why? Usually if I have position on villain and its heads up, I will just call a 3B with AKs and 4Bet OOP, but over here I am kinda stumped.

against this maniac 4 bet all day, make the 4 bet large enough that it forces out the calling station bb i.e. 16 dollars +, maybe even shove. Most of the time the sb will fold to this 4 bet as will the bb who wont wana gamble for his whole stack with something like 77-jj, aq,ak and you will rake in al the lovely dead monies.

4-bet merrily but don't shove, let the lagg do that. By 4-betting to say 14-18 we give SB a chance to go crazy, where as if we shove he is only calling with good hands. Call his 5-bet shove obviously, we'll be priced in (which is the idea).

I agree with all your comments, but I was wondering what range of hands we play this way. QQ+ and AKs are easy... Are we happy to 4bet AKo the same way? How about JJ?

It doesn't matter much.
Your range is defined more by your peers than the actual set of hands you play in a given way.
Also, unless you're up against aware hand readers, your range doesn't matter nearly as much as their range. Poor players define their hands too easily and you should just counter-punch and not worry about deception.

(could be wrong...) I think he means just out of interest what hands would you play this way. I didn't take the question mean anything to do with perceived range, or level 3 thinking.
The way I said to play it (4-bet-not-shoving), I might do with QQ, but probably not JJ against next to every villain/spots. I'm only playing JJ for stacks preflop aginst psychos, or wierd shit like a nonsensical limp-3bet etc.
