Villain is completely unknown.
Is this bad without reads?
...or does his check on the turn mean that he was FOS on the flop and now he is giving up?

If you are gonna call the flop min-raise you have to be willing to take the pot away later. I would fire the turn most always, however i would bet more than $10, 1/2 pot of $15 would be much better.
