$.50/$1 NL 6-max, and I don't have the hand history. The big blind is a pretty mediocre tagg.
Folds to me in the small blind and I limp with A-3 offsuit, he raises to $4 because I limped (I noticed he did this the past couple times I limped in this spot), I call. Flop comes 8, 5, 2 with two clubs, I check, he bets $6, I raise to $18, he thinks for a bit and calls. Turn is a 3 of clubs (I have no club), I check and he checks also. The river is another club. Bluff or not? What about the other streets?

The turn is a good spot to bluff; his range still contains plently of overpairs that will fold to a turn bet (you can definitely represent a flush).
I don't think betting this river is very good. He could definitely have a club in his hand and it would take a big bet to get him to fold some of the weaker clubs.

bluff the turn, if not ez bluff on river
also, just raise preflop if hes always raising when you limp

I probably should have bluffed the turn. I wasn't sure if he was raising because I was limping so I just limped again this time to make sure (figuring maybe I could take advantage of this later).

u can use that info but u have no advantage calling a raise with a3o.. 3bet him or raise his blind with something that has ptential instead.
u can use those $18 u put in on flop better against him pre flop. or lead the flop u'll do the same as 3beting with air but u risk less.
if he is not calling station and ur mad with solid image then 1/2 pot turn-shove any river.

I'm not sure a river bet makes any sense here. What hand am I representing? Not that he is necessarily thinking that deep anyways, but he might be.

A lot of players play a made flush on the turn this way (checking turn and betting river). You have to bet the turn here to see how much he likes his hand.
