I really felt lost here, villain was new to the table and I couldn't tell what I should do here. It seems fold or push territory?
What's he got here? AA-KK without the FD, QQ-JJ maybe? Made flush seems unlikely.

Is calling his 3-bet with position stupid with KQo without more info?

I often fold KQoff to re-raises, but we're in position here so I might take a flop.

I flat call this flop and see what he does on the turn.

Yeah fold preflop, not a very good hand to call a reraise with against an unknown who is going to have AK/AQ/AA/KK/QQ often. Reverse implied odds all over the place.

If he's been 3 betting a lot, you can call and make a move on the flop, or committ with TPGK / overcards + straight draw or something, but without a read you really shouldn't be calling preflop ever.

Does your range for calling re-raises change if you're in or out of position?

I often call 3-bets somewhat lighter from the BTN since I know villain can be 3-betting me lightly, putting me on a button steal AND I have position. Do these factors not make up for what we lack in hand strength, in some cases?

But OOP I think you need to fold KQo to a re-raise.

I think your positional advantage is slightly negated by the fact that villian is going to bet most any flop since he re-raised pre. It's not that KQo is such a terrible hand, it's that it's dominated by his range.... as clear from the obv. flop fold of TPGK.

T9o would be a better pre-flop call.

I know your asking gabe and i hope he still chimes in but the answer is yes.
You should have a really tight calling range oop to reraise. In pos you still have a chance to take down the pot without cards. However, i wouldnt recommend bluffing much at all in threebet pots.

Like A5 basically said is you need to fold this against most people's OOP 3-betting range. Way too many hands you could hit you will still be crushed. Here for example you could be up gainst AA,KK,QQ,AK,AQ which will all have you crushed. You can only win against TT-JJ which most likely won't stack off if you hit your hand.

In other words, hitting your hand could be the worst thing for you here.
