3b is fine imo. Cbet is fine also. Everything about this hand appears standard to me.

Are you calling a shove? What hands do you assume villain calls?
Aren't we throwing away a lot of our hand value being IP?
What about the 3bet size?

What hands that called an UTG 3bet pre, are folding this 2 way flop? What's your turn plan when called on the flop?

Given reads I dont mind 3betting, Id make it 14-15BB tho with the caller in between. Whether or not to cbet, depends on how much I´ve been 3betting before, with a not too crazy image this is prob okay.

I'd call pre, don't want to push out his Ax (x=crap) and your in position.

Check back flop, you've got backdoor draws and 2 overs.

I'd guess that betting the flop and checking behind are probably almost awash. The J seems to hit the combined ranges of the two players in these kinds of situations a lot, but betting can't be that bad. As Genitruc said, if you're going to 3-bet preflop, make it bigger.
