not a hands on villain, but he seems loose/passive. is the correct move to shove here?

Always fold this preflop. He's too short for J9s.
As played i think checking behind and shoving is equal. If u check behind and the river blanks u can call a small bet and valuebet if checked to.

I always shove here against a guy that short. Not sure if it's the right play though.
