if it helps, i am pissed about the river 8, too. probably a good fold but make sure to kick a nearby chair or something to vent.
In answer to your question... it depends...

I would raise the turn hard instead of just calling. I would also check and call a small bet or fold the river once the 8 comes.

Why raise the turn? I tried to play the hand like it was just another continuation bet that got called, hoping to induce a bluff or let them catch up a little since the turn made my hand.

As for venting, I didn't find any chairs, but I did find a baby so I kicked it.

You generally want to be more aggressive with lower boats. If you have 99 on a board of 944, you're pretty safe to slowplay, because 4x can't make a higher boat than you. On a board of 9TT, Tx is suddenly a big risk. If the board pairs again, a ten comes down, or the x pairs, you're in serious trouble. Assuming we're only discussing turn play, the holder of Tx has seven outs against you - so firing out a meaningful raise is a good idea. Of course, it's very unlikely that he's going to fold anyway, but at least you can make him calling you a mistake (even if he's not aware of it). And if there's a 10% chance of him folding, you improve your chances of winning the pot by that much.
