Villain was around 40/4 ish and obviously very bad. Nothing about his river bet made sense unless he had like J9 or possibly a set. It really screamed busted draw to me though, thoughts?

A5 fits if he's bad enough to never fold an ace preflop and expects you to bet the river. I couldn't ever fold here though.

I dont know how much i like your turn bet, but, given how the flush didnt come in you have to call this bet.
