Villain is 40/10/1.2 after 60 hands. He's been instafolding my steals almost every time. Totally clueless on the river.

Yeah, let me revise - I don't fold aces much, especially against most of the players at .25/.50. They'd have to show a lot of strength and the board would have to suck hard.
But a guy with these stats making that raise - he's got your one pair beat like 95% of the time.

pretty easy fold.
the only time you can think about calling is when you think your opponent is capable of thinking you are capable of folding an overpair.
