Against the average player/unknown this is a fold, turn bet looks strong. Obviously I could be wrong as we have no idea how he plays but meh.

At this level I see a lot of people flatting sets and 2 pair on the flop to entice BB to come along on this kind of flop.

betting half the flop on the river shows some strength but also why so strong if holding strong why not wait for river.just calling pre flop .looks alot like a pair of jacks maybe 2pairs jacks and nines but wwhy on the turntrying to push out the draws id be shoving with a pair of bullets

Dunno, if villain has QQ and like QTs or KQs or AJs in his range you can't fold flop. Because he's unknown we're never sure ofcourse, but only a few combinations of those hands make a call or even a shove +EV.
Turn is a bad card for sure.
But again, if he has a tight range of QQ-JJ,99,55,QTs,J9s we have direct pot odds for a call, ignoring implied/reverse implied odds.
The hard part is that we will have a tough decision on a lot of rivers when facing a bet. Therefor it's possible that the mistakes we make on those rivers is big enough that we should avoid the marginal turn call and fold.
