hand 1. if this were a higher limit, i would ask you if you thought he didnt see the flush (someone said this a while back, and it really stuck with me.) at this limit, he might not.
hand 2. the real question is, would you have made the same raise if the turn was a 7, or a 3?

hand1. Very possible that he did not see the flush. However, what range of hands do you have him on? 2pair on the flop is unlikely coz he should have raised the draw heavy flop. Sometimes its harder to read donks =)

hand2. I definitely would not have made the raise if the turn was a 3. with 7, id probably min raise.
