Villain is 30/11/2.5, 3.4 3b, 38% flopcb. 123 Hands. He had been limp calling quite a bit.
I raised the turn coz he was quite sticky and would probably bet call 99's+ and all his flush draws.
Are we ever good here?

Villain is a decent reg who i have played a lot with. 21/17/3.0. 4.6% 3b. Raise turn cbet is 31 %. Bet river after missed turn cb is 50 %. 2.4k hands.
He is quite trappy, check raises turns oop a lot. Calls down pretty light against me.
I didn't bet the turn coz the 9 is pretty decent for his range, and would be one he would c/r quite often. It would also make it hard for him to figure out what i have if i do hit the river.
Is there value in raising here? Sizing?

1- yes we are almost always good here. He has KQ or QJ that gave up on the flop way more often than a very badly played better hand. Bet flop btw.
2- Bet more on the flop. Bet turn imo. Not sure about river because you have underreped your hand on the turn a bit and now you basically have the best hand you can ever have after checking turn. I think with the read you have that he calls you down light you can raise here. Thing is, I'm pretty sure it has to be a raise/fold against a general 50NL b/3b range here.

1. bet the flop when checked to. as played raise the turn bigger. when you raise the turn here against this guy, id be thinking ahead to trying to get all in on a non heart river.
if you had raised to 20, MP would have about a PSB behind. you can still easily fold if a 4th heart comes and he bets.
2. agree with minsim

hand 1 seems close....I disagree that this is usually KQ/QJ and feel like he'll only call the river with those hands. We don't have to be right too often but this still just seems like a set that slowplayed the flop then got scared of the flush and then nutted the river.
Hand 2: Why aren't we betting the turn? Seems like a must and the river as played seems like a raise/fold.

1 - this is against fish, so you must call
2 - definitely bet the turn here - as played I like raising this river
