$0.5/$1 No Limit Holdem
Both hands are against the same guy. Haven't been playing too long, he seems pretty decent. We've been talking in the chat and he says he plays a lot of HU. Seems to call 3bets very regularly and folds to continuation bets in single raised pots a lot.

Hand 1)
I guess getting it in here is super standard. 3bet the flop or call and get it in on a later street.

Pre-flop: ($1.5, 2 players) Hero is BB
BTN raises to $3, Hero raises to $9, BTN calls $6

Flop: ($19.5, 2 players)
Hero bets $13, BTN raises to $36, $23 to Hero ($76.5)?

Hand 2)
At the time I thought 3betting was super standard but whats he really raising on the flop that I have decent equity against except air?

Hand 1: Yeahp

Hand 2: tbh I may just fold to the reraise, it may seem weak but you're right. His range is a 6x, 66, 22, fd, and air, your hand doesn't play very well against that.

I never get how to size the flop 3bet in hand 2.

Whatever you think will have the most FE as you're committed anyways to a raise.
