BB is 28/20/1.7 and playing on 4 tables. I'm on two of them, the other one he's directly on my left. He plays strangely, but I haven't seen him do anything super fishy. He raises small amounts a lot, to $9 sometimes, to $10 or $11 sometimes and almost always folds to my 3bets. Out of ~15 times I've 3bet him, he's called once (and folded to my cbet) and 4bet once (I folded). On the other table he's called my pre-flop raises a few times, and either folded to cbets or second barrels. A few hands ago he limp/re-raised the button(!) and I folded from the sb.

Does he 3-bet often or just like to take flops?

In position he seems to take flops. I've seen him 3bet from the blinds a couple of times I think, but not enough that I've labeled him a light 3bettor. Nothing shown down after 3betting that I remember.

Looks like Aces to me. Still, I wouldn't feel too bad about dropping a stack to him here.

Is this a spot where his squeeze is so obvious that your 4-bet looks light?
Just playing to improve.

Normally this is an easy felt for me. What set off alarm bells were... a) I'm 140bb deep, b) I'm utg, and c) this guy seems generally weak/tight.

sounds like you answered your own question?
when the vpip's are high and the value bets are like razors, who can be safe?

id probably never 4bet pre in this spot. his initial squeeze size is so small and he's OOP and you are so deep. looks like the donked up nuts.
My bankroll is the amount of money I would spend or lose before I got a job. It is calculated by adding my net worth to whatever I can borrow.

With a player like this a "squeeze" is probably gonna be stronger and not weaker

As played I would fold as well but 4-betting pre would not be standard for me in position.
