Villain is your standard 23/18/6.5 (3b) TAG
Turn is a card he could barrel, but I think he's going to check it back more often because he's going to have TT, JJ, 9x, QJ, weak draw that might decide to pot control
I c/c the flop because it's a drawy board and I'm seriously underrepping my hand vs. a strong UTG range and I was planning to donk the turn/river to get three streets
How's my plan?
Full Tilt No-Limit Hold'em, $1.00 BB (5 handed) - Full-Tilt Converter Tool from FlopTurnRiver.com
Hero (BB) ($100)
UTG ($129.35)
MP ($71.40)
Button ($39.60)
SB ($117.95)
Preflop: Hero is BB with 9 , 9
UTG bets $3.50, 3 folds, Hero calls $2.50
Flop: ($7.50) 5 , 3 , 9 (2 players)
Hero checks, UTG bets $5, Hero calls $5
Turn: ($17.50) Q (2 players)
Hero bets $15, UTG calls $15
River: ($47.50) 4 (2 players)
Hero bets $30

zomgg.. c/r the flop vs an utg range. Why do you need to "under-rep" your hand on a board where a c/r reps nothing but draws, and you're facing the strongest part of his range?
As for the turn, your lead reps like nothing, so I guess I don't mind this given you're doing it for value but I wouldn't like it as a bluff on this particular card.
But seriously.. c/r flop.
