I've got villain at 21/19 ish 10% 3bet over 150 hands or so.

$0.5/$1 No Limit Holdem
5 players
Converted at weaktight.com

Stacks:
UTG 3BetWithAir ($103.85)
CO Hero ($100.35)
BTN shootinshark ($100.00)
SB Chef_XC ($119.05)
BB BadRob0t ($106.40)

Pre-flop: ($1.50, 5 players) Hero is CO
1 fold, Hero raises to $4, 1 fold, Chef_XC raises to $13, 1 fold, Hero calls $9

Flop: ($27, 2 players)
Chef_XC bets $14, $14 to Hero ($87.35)?

I called the 3b pre to keep his range wide + I got position. I don't really know how spewy he is postflop but he c-bets a fair bit so I feel like I'm well ahead of his range on this flop. I'm playing maybe 19/16ish & probably haven't 4bet much but have called a few 3bets. Haven't tangled with this villain yet.

What's the best plan here to maximize value?

I recently determined I pretty much suck but if you don't think he's spewwy and he's not gonna get it in light I think call and reeval turn. If you think he is 3 betting a wide range here and cbetting most of it I think making it $38ish might be good.

Call, if he's aggro he will double this board a fair amount and we have back door outs.

the steinbergs may disagree but if i were you id stick to getting it in with AK and sometimes slowplaying QQ+ in these preflop spots...especially if you are uncomfortable playing a flop like this.
My bankroll is the amount of money I would spend or lose before I got a job. It is calculated by adding my net worth to whatever I can borrow.

I wasn't really uncomfortable until the river..

Turn: ($55, 2 players)
Chef_XC bets $23, Hero calls $23

River: ($101, 2 players)
Chef_XC goes all-in $69.05, $50.35 to Hero ($50.35)?

Dunno, you probably have the top hand of your range (maybe QTs?,T8s?), so folding it seems very exploitable. But in the end, if he doesn't have AJ/missed draw often enough you could fold it. I call.

I would 4bet pre always btw.
