my read on this player was that he was a maniac, but I definitely felt that his raise on the river was genuine
He's just lost a couple of big pots prior to this so I felt he might be tilting. Oh yea, and about 5 hands before this he bluff raised all-in OOP with KQ on Axx board (he lost that big pot)

Hero ($14.09)
UTG ($1.98)
MP ($2)

Preflop: Hero is BB with K, Q.
1 fold, MP raises to $0.1, Button calls $0.10, SB calls $0.08, Hero calls $0.05.

Flop: ($0.40) Q, J, J (4 players)
SB checks, Hero bets $0.3, MP calls $0.30, Button folds, SB folds.

Turn: ($1) 3 (2 players)
Hero checks, MP checks.

River: ($1) 9 (2 players)
Hero bets $0.5, MP raises to $1.6, Hero calls $1.10.

Final Pot: $4.20

Results in white below:
Hero has Kc Qs (two pair, queens and jacks).
MP has Jd 7d (flush, queen high).
Outcome: MP wins $4.20.
