He probably had T9 for a double belly buster on the flop. After you bet the turn you really can't fold to a raise since you already have a lot of chips committed to the pot and the best hand often enough. His raise indicates strength, but a lot of people play any two pair like the nuts, so a KJ/QJ kind of hand is pretty likely. Tough spot though.
