villain is 45/15/1 over 50, first hand i played at the table, i raised OTB he calls in bb 5 handed, checks the 567 flop i bet 6 and he raises to 18, i think and then 3bet, he instamucks...after that hand he called every single raise i made preflop and was always trying moves on me like donkbetting, c/c flop donk turn, check/minraise flop, he won about 3 or 4 hands until...he raised in CO or MP to 5 after 1 limper, i reraised in SB with KK, folds to him who calls....flop j82 rainbow, i bet 27 into 32 and he shoves, i instacalled and he had QQ, so after than hand he didnt want to play with me everyhand until this one...
1) is my flop bet too small?
2)on the turn when i get c/r, i have position on this guy and i have a strong hand, is it better to smooth call and then shove the river?

i would have raised him to 80, pushed river. What you want to do is get him pot commited if he calls. 80, even 70, will do the trick.

I like the line, although sometimes I try to overbet the flop to build it. I wouldnt be surprised here to see a higher set or a 57, but I'm still going broke either way.

If he is willing to get it all in on the turn, then this hand plays itself. I probably bet 7-8 on flop, but that is consistent with my usual c-bet.
The turn re-raise is perfect since it will get more of the 200bb in the pot before any scare cards hit. If you smooth call the turn and a heart hits the river he may not call a push. Get the $$ in while you are ahead, and while you can.

Trying to decide if I want to play a big one here. I might call his turn c/r and play a river. He doesn't want you to fold, so from his perspective he's got a big hand here.

The flop bet wasn't too small at all ..
Ad the hand looks fine, especially if he has been playing back at you.

It's going allin anyway (no way you fold a set here) so why not sooner than later? It would be horrible if the river card made Villains hand and we let him get there cheaper.

I don't think there is any other way to play this hand. If this guy is an ultranit then you might be able to slow down, but not a random $100NL player.
