You are over repping your hand. Going for too many streets of value. After the 9 pairs you are at most getting 1 more street versus what will be characterized as a very narrow range of hands.

It's a really weird thing what he's doing, but if you don't have any reads that he randomly makes weird bets in odd spots with bluffs I think you should just toss the turn and wait for a better spot....
