It is my understanding that the flop isnt determined until after all the preflop action is complete. This is designed to ensure there is no possible way to predict cards that will come. And since the random number generators almost always use something to do with a clock, or anything that constantly changes to determine a seed, then the flop all depends on exactly how long preflop actions take. So, this would mean that if I fold 55 preflop, and the flop comes 55A, it probably wouldnt have happened the same if I called, because it would have changed the timing (very slightly) and therefore changed the flop completely. Am I correct in this assumption?

So if I fold a hand that wouldve hit the flop hard, I can assure myself that the flop wouldn't have been the same if I called?

*note, I really dont want this to turn into another BS rigged card discussion. this is not what it is about.

I've read that the board is determined then the hole cards are figured out... do note, this is only what i've heard in speculation somewhere else online

Only the programmers would know (and the management) of that poker room would know. From a server load point of view, it would be impractical to radomze the flop,turn and then river after each step. It would be much faster to determine the entire hand outcome at the beginning.

In english this means they wait until after the preflop action is done to determine the flop right?
