Post subject: Question about rakeback and instant bankroll

Can I get an instant bankroll AND rakeback at the same time? If so, how?
Also, can I close my account in a poker room to take advantage of some kind of offer like this if I don't have any money on that account?

Instant Bankroll is offered through PSO. Since there is no longer any rake rebate from Party, the answer is no.
Not unless you bend the rules.

Affiliates, the salesforce that offer rakeback or instant bankroll options, generally get paid One of Two different ways -- either the affiliates are paid a flat fee per signup at the poker room (CPA), or they are paid a percentage of the take on the customer (MGR). SO, you will likely only receive, yourself, as a signup for that affiliate, a cut of their flat commission CPA as an "instant bankroll", or a cut of their ongoing commission EGR as "rakeback." You will not likely find both at the same room for the same signup.

Now for the second question, why the hell do I have to be 21 for the instant bankroll without a deposit??

Some poker rooms have an 18 year old age limit, others 21, an others just say you need to be legal in the country from which you are playing. Most of these rule are not well enforced.
You can find age limit trouble at some of the Prima rooms, who are known to check your ID before coughing up your money. But the primary barrier to under-age play seems to be Neteller, who are diligent in enforcing their 18-year-old age limit. Many under-21-but-over-18 can get away with online play, though I do not advocate it. There are plenty of rooms with 18-OK play.
