From 2p2:

Thanks for all the feedback. We do value it.
Based on the feedback we have decided that we won't implement changes midyear that will cause substantial reduction of the benefits to a subset of players, and therefore 5x program for all ring games won’t be implemented until 2010 at least, if at all.
However we will make the 5x VPP changes for tables listed below, where practically all players will benefit.
Heads-Up – All Games
NL/PL Holdem - 6 max
PLO - 6 max
NL/PL Omaha H/L – 6 max
When will these changes start? First we need to make sure we don’t find any software issues after deployment on the production site that could delay the release into August. During next few days we will deploy a small number of tables marked 5xVPP. Once we’re positive everything is working, 5xVPP tables will be released for all games/limits listed above, hopefully early next week.
We will also form a panel of 5-7 VIP players to help continue improving our VIP program, without making drastic immediate realignments and keeping in mind the best timeline to deploy updates. Various proposals in this thread will be reviewed carefully.
Some players felt that PokerStars was planning this change to decrease benefits overall. That is simply not true. We did look at the rake figures and the current VPPs awarded. Changing the ring games rewards to 5x VPPs for everyone would’ve awarded roughly 2.8% more VPPs in ring games than we currently award for the same rake paid. The change we have now decided on will award significantly more VPPs.
Thank you for the feedback, our goal has always been to offer our players great value with the best service for your online poker play.

Just for info- this is the email stars sent me when I asked about this:
Thanks for your email.
The tables offer a new way to award VPPs with the 5xVPP/newVPP tables.
Once we know the tables are working, they will be launched for all
Heads Up tables, 6max NLH/PL, 6max PLO and NL/PL Omaha H/L.
Example:
NLH Heads Up Table
25c-50c Blinds
50 Cent Rake
Currently we award each player 1 VPP
5xVPP/newVPP tables see the 50 cents as 2.5 VPPs (20 cents per VPP
like we have for SNGs) awarding each player
Our data shows we will be awarding 16% more VPPs for these tables with
the new system.
Please do not hesitate to write to us again if we can be of any further
assistance. Thank you very much for choosing PokerStars, we wish you a
pleasant playing experience.
Regards,
Rinders P

VPP is a base FPP. when you up your VIP level you will get a multiplier for FPPS, but VPP will always remain the same. ie - goldstar 2x multiplier, if you earn 5 VPPs that will be 10 FPPs.
