im a US resident and citizen without residency or citizenship elsewhere.
are a proxy server, non-restricted foreign street address, and a new Neteller account using foreign street address all i need to be able to play on Pacific again? what else, and what kind of complications and cautions should i be aware of?

You will need a proxy server (obv not US), foreign address, and a telephone reroute (foreign to your US phone).

I would use a different deposit method. I have read and it has happened to me personally that your neteller account will get frozen if you access it via proxy server . I just called them up though and verified some information and it was unfrozen.
Try click2pay or epass
Always keep this in mind, I ran across this on another forum I am apart of:

why not just create a new Neteller account under the different proxy?

what's illegal about using proxies and setting up non-US accounts with these proxies and non-US street addresses?

The uncertainty of being able to transfer from neteller to a US bank account in the near future. Unless you want to get an offshore account, but not sure what your BR is but those are usually like 10k min deposits.

Not sure what's illegal about this, but if a poker room asks for some sortf of ID to verify information...
'Photoshopping' a utility or bank statement isn't too hard, but a drivers license would be difficult. I'm sure creating a fake ID is a crime, and also using falsified documents to influence financial transactions = mail and wire fraud.

It's all do-able, until they ask for ID and utility bills. Then you are screwed. And I'd like to see this thread buried, away from google bots and casino managers.
I know where Trip found his info. :P

My pet camel Frederick can beat up to 100nl. Having a HUD doesn't make someone a pokerstar dude. You're playing 50NL?

and there's no way around this?
seems like everybody was saying, while the bill was being discussed, that there's a way around whatever needs to be gotten around. people say a lot of things, however.

not like they'd even know what to do with the info. seems how the bill got passed in the first place.

i started at Stars and have since realized i like juicier games. im willing to play with bad software and few tables to get as much.
and HUDs obviously dont make experts, but people with HUDs are typically gonna play better or at least try to play better than those without.
im planning on sticking around 50NL until i feel like im playing expertly. unless, of course, the deck stops bitchslapping me. that'd be nice.

Word of mouth can help you determine if a poker house is gonna ask for a utility bill. Casino managers, who otherwise wouldn't care about your utility bill, may read this thread and decide to start asking for ID on large withdrawals.
Can it be done? Absolutely. Address, phone, IP mask/tunnel, all doable. Just money. ID can be faked, but then you are into potential fraud, etc.
You can keep asking the questions publicly, but, like gnoming and rakeback, some things should be much more discreet. I'm out.
