They won't take out tax of your winnings, it is your responsability to declare it.

I've had them ask questions. Did a withdrawal for ~800 and it didn't show for a few days. So I emailed them. They emailed back that I needed to call them. I called and they asked a bunch of questions to confirm my identity. Then they asked to call me back on my phone number of record. Then they asked for a scan of my driver's license. After all this, they cashed me out. Prior to this, I had done about 10 pay-pro cashouts at party skins.
I was kinda pissed at first, but after some rational thought, realized these kinds of measures were probably in my best interest long-term. I'm sure as the amounts get larger they exercise more stringent controls.
