Okay, I didn't know that Party only allowed you to use your Neteller account on one login.
I recently switched from a Euro Neteller account to a US$, which meant that I didn't have any problems when I staked a friend on Party using my neteller account.
What was a problem was when I tried to make a deposit at Party. Oh no, can't do that now, can I?
So I eventually used a moneybookers account (can't use other options because not in North America).
Now I've got an Empire account and am thinking of doing the 20% bonus; now will I get in any trouble for having used that Neteller account on the Party network?

Empire is no longer with party. Actually, the two companies kinda hate each other now, after the ass raping that Party gave Empire.
You should be fine using your neteller account at Party.
But as a general rule, man, NEVER use your neteller account to fund someone else's account...for ANYTHING. It throws up more red flags than you'll ever know what to do with. If you want to transfer your buddy money on Party, deposit into YOUR account, and then transfer the money to him.
