I've read that you have to wager 20x the amount before i can cash it out...Is that true, or how does it work?

It's true, but it's not always true .

I'm pretty certain that I hadn't wagered 2000$ when I cashed out my winnings, and after they hit Neteller I tried to cash out the remaining 100$ that I left there. It cashed out just fine.

Have read of people getting disapprovals when they've tried to cash out early, but AFAIK no one have had their funds seized.

I'd try to cash out early if I were you.
