pacific is free...but empire/party poker charges the 8.9% fee 
is there a way around it?

I've played about 20 rooms....and never had to pay a fee.

To avoid Neteller fees: Register and Verify your bank account.
They made a small deposit into your bank account when you opened your Neteller account (shoulda been there in about 3 days). Find out the amount of this deposit and report back to them the correct amount.
Once your account is "Verified" you can deposit money without any fee in as little time as 24 hrs.
