Easiest answer: do it from someone else's computer. Work, School, Internet Cafe', Library, etc.
Harder answer: Download Microsoft Virtual PC demo, install a virual instance of whatever O/S you have handy and make the account from there. (caveat: some sites track what IP you play from and will not allow a new account made from there within a certain time period... ie 2 weeks).
Even harder answer: Ghost your system, Store the image elsewhere, then reformat everything and make the account, then when complete restore the ghost image.

Use a laptop with a wireless card and NetStumbler. Drive around a neighborhood somewhere until you pick up someone's wireless signal, then create your account from their IP. Reload your laptop if they track it via software on your pc.
