Yes, it is possible to close Full Tilt Poker accouns. The best bet, as with any other online poker room, is to contact their support department directly. Most allow cancellation via e-mail, but with the bigger sites, phone support should be faster and more reliable.

Oh right - I actually closed my PP account when I moved to FT exclusively, although I went back to PP since it's faster getting games and much easier to play. All it took was an e-mail to cancel, and I called their cust serv line to reopen and it was done instantly.
