I recently played in a 1/3NL game at the Morongo casino in Cabazon, California. Anyway, the guy next to me was a gambler from vegas (and hence very loose), but every time UTG, he would place a "live straddle" bet. I did a little research and understand the concept, but I still don't really get the point... Why /when would you want to do this? Has anyone actually done an analysis on this? I presume that it is an -EV play just because it is an extra bet placed blindly... And why don't the Online poker rooms add this?

because it pisses people off that and gets the game looser. It is -'EV, but it can bring about +EV table conditions.

i do it every orbit...... most games are a limp fest at my local 1-2nl game, so placign another bet just builds the action... plus it is good if you can get everyone at the table doing it.

Yeah, for the logical types, it's really a bad idea. You're pre-flop raising, in a terrible position, without seeing your cards first. Total Spewage. But yes, it is intended to build a pot and stir up some action. One fun part about it, is if you actually DO catch a hand, nobody will give you credit for it. If a table gets into it, it makes for a "Crack the Straddler" type of situation.
I do admit that I've been guilty of starting the straddle war, and then TAG'ing it back up after it gets rolling. Especially if I can get the guy 3 seats to my left to keep doing it.

If you can't be kind, at least have the decency to be vague.
