Ok, here's the situation. It was a charity tournament, so the decision was a majority rule decision, not the actual ruling because no one seemed to know.

8 players, blinds are 400/800. I'm the BB, sitting with almost 10k ( large stack at the table). UTG calls 800, UTG +1 goes all in for 1,400. All fold around to me. I have A8o and I want to get heads up with the guy that's all in. In an attempt to push out UTG, I announce a re-raise.

Now here's the question. One of the guys sitting at the table claimed that I could not re-raise because the initial raisor did not complete a minimum raise, which had to be at least 1,600. I had never heard of this rule and immediately thought the guy was full of shit. As did about half the table. The other half heard the other guy talking and started agreeing with him. I said that if he could only bet 1,400, a side pot would be created between myself and UTG, if UTG decided to call.

They eventually called the director of the tournament over and while they were talking about it, UTG decides that it's not worth the hassle and folds. So it did get to heads up with UTG +1 and me, and that's all that I wanted anyway. So it worked out in the end, but what is the correct ruling here? Am I allowed to re-raise?

If a raise is 50% of the min raise then it is allowed to reraise. You should tell the tournament director he should read a rule book.

You're the BB.
You can raise whether anyone had raised or not.

Had you been UTG and called, MP goes all in for 1400, BB calls...
You MAY NOT re-raise, since there was not a full raise on your initial action... this situation does not come up often, though.
To win in poker you only need to be one step ahead of your opponents. Two steps may be detrimental.
