Post subject: Need an Official Ruling: Verbally analyzing a hand in play

Hey all,
I know the rule is that you can say what you want when it's heads up as long as your lying about your hand, but there was a situation (among others) where Player A went all-in, covering players b and c. Player C was obviously going to call, but then player B was holding up the action - analyzing the hand out loud, say things like "I think you got a boat or trips". Meanwhile player C was apparentl re-thinking the call. Player B then folded and C finally decided he was pot committed and called to lose his stack. This was a cash game. I disagreed that player B should have said anything, but most of the other players said you can say whatever you want if your in the hand - so I let it go after a few minutes of "discussion". People seem to remember seeing many pro's on TV talking / analyzing a hand with players still to act behind them. At a minimum, I would say it is bad etiquitte, however, heads up - say whatever you want.
Now a couple questions:
1. Can someone post a link to some kind of official ruling on this.
2. Is there a difference if it is a tourney or cash game?
3. How do casino's handle it?

I've got a friend who is very good at reading people's hands.
One night at the casino he was especially on target and kept saying out loud what the other players held, HU or multiway...and other players would act based on his reads, but because he was so accurate it got to the point where people were getting upset because he would essentially kill a betters action when he had a hand, or expose a bluff to the whole table.
After a little while of this he was told he wasn't allowed to verbalize his reads unless he was HU. He wasn't really happy with this because he was really starting to tilt a couple people, but that sure makes for an easy night getting away with bluffs.
Now if only he could explain to me how he does it so accurately...

This is my jist, to me, this violates the etiquette rule of "Making statements or taking action that could unfairly influence the course of play, whether or not the offender is involved in the pot." This would supercede the say anything you want "rule" that I cannot find.
