this 1-2NL full table was loose & crazy retarded. I sat there with $1k monster stack and raised $17 with :Ks: :Kd: from UTG1, 3 cold callers behind. Villian is probably loose passive stationy. Early on i saw this guy CRAI 75BB deep with K9 on 9 high flop vs somebody's JJ and suck out on the river. At this point, he had about $400(200BB) behind on the table. My tight image doesnt matter at these levels cuz nobody really pays attention and they probably only look their own cards. However, these guys do know that one pair hand is not the nuts.
flop($70) : :Qd: :Th:
I was supposed to bet much more but the dealer declared it as string betting. So i was only allowed to underbet $30, villian in MP minraised to $60, 2 LP limper/callers fold.
hero flat or just shove?

Like the under-bet.
I would flat and look at a turn if you can read him at all.

As played,I flat called knowing that these players have no idea about position advantage.
Turn: :Td: I checked, he bet $25, I thought about shoving but decided to flat and see the river card.
River: :Js: $$$$$$? Any plan?

Lead the river!
As played, his turn bet is super-super weak, you picked up outs against a flopped straight and crush all of his 2pair hands without a Ten in the hole. So I would re-raise to $100 for value.

Two tens on the board actually gave me some good feeling. :P Some players really bet small with nuts in my games IMO. I agree that C/R for value and fold to a shove on the turn would be a better play though. So I bet $100 on the river, he thought for quite a while and finally called. My hand is good. Fnord, do you bet/call his river shove given the texture of the board and his passive tendency?

I would expect like another $60 if he was milking you with a full house or something. $25 reeks of a blocking bet from an unaware player.
