Is it true that on the lower limit tables like 2/3NL the max buyin is $150?

I'm pretty sure it's a $100 cap.

Fnord's right.
If you must, must play low stakes NLHE live in Southern California, do it at the Hustler, where they have a $1/$2 no limit game with $100 buy-in. Just about everywhere else, they are so concerned with making poker "cheap" that they limit the buy-in and make everyone play with a tiny stack. All that stuff you learned about post-flop play in the Poker Books? Out the window! Get a good hand and shove!
The other possibility is to play higher stakes games; Commerce, just like the other LA casinos, has unlimited buy-in games on the top end, but the blinds are going to be more like $5/$10.

Ugh. One of the reasons I switched from Commerce to Hollywood Park for my regular play was because at least there aren't as many drunks at the mid- and high-limit tables there yelling "gamboooolllll!" while splashing their chips all over the pot, my hand, the floor, and the next table.
But I have no doubt that Fnord makes enough money to pay for the Advil.

The $400 $5/$10 game at Hollywood Park is probably the softest game on the planet for those effective stakes.
