So we had a guy in late position bet on the flop about $1200 (pot size roughly, maybe a little shy). How do you handle this? Do the 3 people in early position continue to make thier normal bet if they wanted - say $400, OR are they now obligated to his $1200 bet? If they do continue to make a $400 bet, is the offender obligated to his $1200 bet when it is finally his turn? Granted if it was blatently intentional, I would have to let the other players make thier normal play and just consider his out of turn $1200 part of the pot, but it has happened a few times and I just need a fai way to deal in the future. Some people get pretty agitated after this type of thing.

TLR is an unknown quantity at this point
In my home game we handle it differently for limit ring games and for NL tourneys (the two variations we play)
Limit Ring game: The guy is reminded its not his turn and the bet is returned to him.
Tournament: The guy is bound to the amount. Players acting before him can do their regular betting. If anyone raises over the amount the guy shoves in (in your example he put in 1200 and someone pushed 5000 from EP for example) - he can call/raise or fold and lose the 1200.

That sounds good for the first time. What about a repeat offender? Something that immediately comes to mind is to return his wager and remove his bet / raise ability for that card, allowing him to only call / check, or fold. Does that sound fair for everyone affected?

I would discuss it with everyone at the game.

In our game, we allow you to do it once with just a warning.

After that, it just means... "Hey, I'm an impatient douche. I fold my hand."

Basically, acting out of turn is just a fold.
