Villain 1 is a friend of mine who plays standard tagg and is good enough to fold all non-set hands besides 89s on the flop whether I call or raise. Villain 2 is loose pf and only gets aggro postflop when he has something. He aslo overvalues tptk like none other. He pushes the action when he thinks he has the best hand preflop or postflop. My image is tagg and I have 3bet villain 2 a few times pf and he mucked. I have won all my hands w/out showdown and have been fairly aggressive postflop when appropriate.
Villain 1 is MP ($300)
Villain 2 is CO ($300)
Hero is BTN ($400)
Preflop dealt to Hero: 
3 folds, Villain 1 raises to $10, 1 fold, Villain 2 calls $10, Hero calls $10, 2 folds.
Flop ($33) 
Villain 1 bets $20, Villain 2 raises to $40, Hero calls $40, Villain 1 folds.
Turn ($133) 
Villain 2 checks, Hero??
I am going broke to set over set here given my read on villain. I think the majority of villains range is Tx (mostly AT/T7s) 89, and JJ (unlikely). I do not think villain is capable of bluffing that flop with me still to act or in general. Villain is not smart enough to understand the turn is a brick so it could be a scare card for him.
So thoughts on flop and how to proceed on later streets.

I would have min raised on the turn and all my money is going on the river depending if the 3rd club hits. (hopefully the board pairs on river and you win a nice pot if someone makes a flush)

hang on, so if villain 2 only gets agro and raises when he has something decent, yet has trouble laying down even tp to aggression, why arn't you raising the flop? make the flop $110 to go, as played bet $90 on the turn.

Flop is played perfectly. Because the board is so dry, re-raising pretty much polarizes your range to sets and squeeze plays that you probably would never run often enough anyway.
Bet enough on the turn to get Tx to peel.
If I play with him regularly I would bet $100 and expect him to really hate life. But I probably bluff more often than you do....
$60 is a reasonable bet.

Not to be picky, but I bet 75 leaves him with 175 and the pot is almost 300 for a river bet. He'll feel more committed imo and still has enough to think he has FE if he shoves over.

I think you must bet the turn in case he has a draw. Bet enough so the draw cannot proceed correctly, say.. $55. If the straight draw does not pan out for him look to get it all in on the river. He may pay off with a 10 or hit two pair if he suspects weakness from you on the turn bet. Hell he may raise you on the turn.
If the river completes the straight, then at least you have position for the river betting.
