I've been playing this guy for 20 hands, he's probably 3-bet me 4 times. This is the 5th time, first time i've called. The only hand that has showndown in the 20 was when i had 88, i raise button he calls, flop is 962 two hearts. We both check, turn is a 6, i call his bet, river is a T of hearts. we both check he shows J9.

I like flatting. From the previous hand you described it sounds like he'd slow down if he didn't hit and he'd give us a cheap showdown here after our flop call.

There aren't too many draws on this board that we really need to protect our hand from either.

when the vpip's are high and the value bets are like razors, who can be safe?

I like flatting also. You might improve or hit a combo on the turn.
