Villain has good stats at 26/21/3.3 and seems solid/good but we haven't played enough hands for me to have a good read on him. I'm not really sure what level he's on here and what level he expects me to be on which is what is making this difficult I guess.
He should view me as something like 'solid TAG who is taking a shot'. I reraised him twice so far in the short time I've been playing at this table. He folded the first time. His fold to 3bet stat is 57%.

I don't play this high but if this was me I would assume you guys aren't a ton of levels up if he assumes your taking a shot. I find when I move up to new stakes the regs have no idea how I play so they play very standard vs me in the beggining before they get a feel of how I play. I would call this bet assuming hes trying to make a cheap bluff and hope he spew off more on later streets.

Why not just flat and let him hang himself? There aren't any draws even!

This is why I don't like shoving.
I don't like calling because I feel it's the best way to make our range look stronger than it is. He'll only put money in on further streets when he has us beat.
I don't like folding because if I'm folding KK here than I'm opening the door up to getting exploited hardcore.
I mean the thing thats confusing me is he should pretty much be never raising this flop regardless of his hand so wtf is he doing?

I feel like 3 streets of small bets looks really strong on this board so I wanted to try and get money in faster. I think my flop bet is getting called a ton more than any turn or river bet so I want to extract as much as I can here.

If he is minraising to induce a shove, then he is calling with his whole range. Are we going to fold our kings in this button battle? If not, then I think raising represents a weaker range than calling and is the best play.

I don't disagree that raising represents a weaker range than calling. I think this is entirely true. BUT I think this is only relevant if villain can
a) raise this flop light for value/as a bluff
AND
b) once we 3 bet, can come BACK over the top of us again light for value/as a bluff
otherwise we're just raising and he's gonna fold most of his air a large portion of the time I feel like, and obviously still continue with Qx.
I mean, this is all history/read dependent in general to be trying to induce this stuff by raising again.

Threebet pot with pretty polarized betting range = CIB.
Calling is dumb because we have absolutely no medium strength hands to protect, only air. We don't have any stack room to c/r bluff the turn.
