Villain is aggro reg running 35/28/5 over small sample. I saw him c/r a paired flop and then fold to a shove getting good odds at another table 5 minutes back. He's been dominating the table. Limper was 82/9/0.3 retard.
I'm running 29/21/2.5 and I've been playing pretty ABC but isolating limpers (IP) a lot.
What's our plan here?
Seat 1: SB ($3,176.10 in chips)
Seat 2: BB ($1,636.60 in chips)
Seat 3: UTG ($1,080.00 in chips)
Seat 7: CUTOFF ($258.75 in chips)
Seat 8: HERO [ 9S,9H ] ($1,050.00 in chips)

SB posts blind ($5), BB posts blind ($10).
PRE-FLOP
UTG folds, CUTOFF calls $10, HERO bets $45, SB folds, BB calls $35, CUTOFF calls $35.

just picked up 2 more outs against a flush!! i would call again
i also think raise/folding to shove on flop is good against certain types

Why do we need outs against a flush?
I think raise/folding to shove is the standard play on the flop, but this guy will probably shove too large part of his range for that to be good. If we r/f 99, then we should also r/f AA since villain probably raises TT+ pre.

I would raise to put a tester bet out there, you mentioned that he folded to a shove in a hand that you observed, so it seems like he is just trying to lead out and bet a weak board. He probably had a 7 in his hand, thats all that you should give him credit for. You should definitely reraise here in order to make sure he doesn't catch another small card to increase his outs/beat your hand. If you reraise I don't see him calling with a pair of 2s.

vs what types would raise folding 99 on this flop actually be viable? i've never thought this was a remotely acceptable play.

I agree with nutsinho.
So we raise, and all worse hands fold, and all better hands either shove or call.
Not exactly the best line, I'm thinkin'.
Now if he's aggro and will shove over with AK/AQ/FD's/random nonsense then I DO like raise/call however. He'd have to be pretty aggro spewy though.

I would call flop call turn. Raise folding flop is rarely good. People just love to push flush draws on flop, right?
