Any dynamic? Is he the cally type?
I'd rather b/f $600ish on this river than c/c. He rarely has air here, and his calling range is probably wider than any bluffing range.

I quite like c/c, he's gonna bet all his 2 pairs and turn a ton of 1 pair hands into bluffs, another reason I like it is that I don't really like any bet size due to the board texture and villains likely range which is made up of an ass ton of 2 pairs/straights. I.e if you bet big you're not going to get paid off by 1 pair hands or even 2 pair hands that often, and if you bet smaller you're likely still not going to get paid off by a decent amount of those sorts of hands but are likely to get jammed on.
Obviously this is all flow dependent but my first reaction was just to bet turn bigger and jam the river.

I'd go for the c/f he has some queens in his range and him hero calling anything worse to a shove would be crazy.

no, kind of
he never bets 2p here, and yes he will bluff 1p but there are only a few 1p hands he could have, especially so if we think he would raise AJ/KJ on flop

Not likely he's calling you down all the way to the river with Qx unless he's holding QQ, Even if he is holding QQ he'd re-raise the flop (without stats, I'm not 100% correct here) But I'm not folding the straight here, ever. Especially with the weak call on each street.
I would assume he possibly has an over pair or possibly flopped a set and has been check calling the whole way to try and fill up. If he's called you all the way down to the river without showing more aggression he's drawing or playing a set/over pairs cautiously.
And in all honestly don't see a button flatting on the turn with QTo. I agree the bet sizing on the turn leaves you a little vulnerable I agree with $450 - $600 range on the turn and easy shove on the river.
So C/R if possible, Shove if he'll call, value bet if he'll fold to anything else.
