Very weak bet by him, but you only have two choices:
1) raise HARD if you think he's trying to buy the pot and hope he folds
2) fold (I would do this)

Yup those are the two choices, why do you think folding is better?

You have ace high with no draw (if you had a heart it would be a no brainer at any level) so lets assume you throw out a $40 raise (make it $50 to go) and he calls...you would have wasted a considerable amount of money for only a decently sized pot.
Now, if you think you can make him fold, then by all means try..but playing a 4 card flush board without holding that suit is a very tough decision and I'd elect to let them have this pot and get my money in on a better hand

I figured that a weak pocket pair (so his heart cant be too big) with a heart would make a larger bet than that, hoping to get some value, if they had confidence in their hand. What the villain did was basically a probe bet to see where he stood. Once you realize this you then realize that he folds to a raise.
I raised to 40$ btw, not to 50$ at edud suggested (I think 50$ is a little overkill).

At 200 NL and above I think its +EV, at 100 NL its break-even, and at 50 NL and below its -EV i think.

I don't think he has a flush, but I think he has you beat. You can possibly push him off the hand. I would wait for a better spot.
