UTG calls $0.02, Hero calls $0.02, CO calls $0.02, Button calls $0.02, SB completes, BB checks.

Flop: ($0.12) 4, Q, Q (6 players)

This guy is very tight-passive preflop (seen him raise with KK) and ive played 800 ish hands with him. I would have folded this if he wasnt in the BB but i thought he might play this way if his Qx hit and there was too much in the pot and not enough left in my stack when there was a chance he had lower kicker. Should i call or fold? I repeat this is a definate fold if he didnt get a free flop.

I think your fine here often enough to make the play. People at this level don't consider their kicker carefully enough to fold this. Meaning that very very often your opponent will have a Q with a worse kicker.

Yes, every so often you will find this is 44. But not often enough to fold. (at these stakes).
Stakes: Playing $0.10/$0.25 NL

you say he doesnt raise AQ, KQ preflop and there is also the chance that he has 44. but he was in the big blind so he might have queen rag.

i say at these stakes you dont fold.
