The idea behind turn check behind is simple. If the guy has a monster (i.e. a set) i pay him off on his river bet. If he tries to bluff on the river thinking I dont have anything, I pick off his bluff. If he has some weak pocket pair, then I make a big bet on the river after his check making it look like a bluff. He calls and I get a bunch of extra value from the weak hand that I wouldnt have gotten from making a turn bet.

Actually thats completely different. Thats just slow-playing, you're waiting for him to catch something, or think that you are weak so that he will start betting. It can be used on any street, given you have a monster.
You use the turn check-behind only when you hold a middle strength hand and want to avoid paying the monster off too much while getting more money out of the weaker hands. So you limit how big the pot can get by checking behind.

i am blind, the flop action looked like all checks to me. My point was you probably could have given a free card on that flop and still been ok on later rounds

I think that's sometimes a good tactic when you've opened preflop and made a bet on the flop that looks identical to a continuation bet. Your opponent may suspect a bluff and becomes more prone to value bet weaker hands, bluff, or make weak calls. Sometimes it allows you to get in a check-raise on the turn when your opponent wouldn't have even called a bet.
