without any reads at all this often means he has the straight or has made the set of 7's.
The thing that makes it more difficult is that he is shortstacked and the pot is (over?) a third of his stack so he could be bluffing and trying to buy it.
To a bigger stack pushing i fold here. To a short stack im not as sure but i think i probably still fold. It isnt unreasonable to put him on 89s at these stakes since he only had to call a minraise preflop and then probably felt "pot-committed" to see a flop for such a small reraise.

I'm not folding to that bet, insta-call.
Bet the flop and this becomes a lot easier...you're apparently going to get called in several spots, the pot will be bigger, and this guy will not have maybe made a gutshot for free.

Was hoping to check raise and thin it out. I didn't want to bet too strongly and give away my hand and get them all folding, and I didn't want to make a small bet and get them all calling. But no one bet.

check raising will tip off your hand more than betting out. c/r'ing is the ultimate sign of strength, save c/r for when you have a weaker hand and want to portray/push off stronger hands. Id lead out 2/3 pot but 1/2 would be ok.

Why thin it out? I want worse hands calling when I have a set.

I didn't like the possibility of too many in because of the straight chances. Probably the wrong thinking.
But I felt like if I got one bet, one or two callers, then I could raise reasonably and still get them calling. The tables were pretty weak.
